      Based on the provisions of article 15 in law 4485/2017, FEK 114A’ ‘Organization and Running of Higher Education, arrangements for research and other provisions’

      1. Any member of the teaching and research staff, who serve as a professor at a higher education institution can be elected as the rector for a four-year period of office. The start and end date of the office is determined in the elections call. For the position of the vice-rector, members of the teaching and research staff who serve either as professors or associate professors can also be elected.
      2. Only full-time members of the teaching and research staff hold the right to apply for the positions of the Rector and Vice-Rector at the time elections take place and three years before that. Members of the teaching and research staff that retire on completion of the upper age limit are not allowed to participate in the forthcoming elections. An individual cannot be candidate for both the positions of both the Rector and the Vice-Rector.
      3. In higher education institutions with more than twenty (20) Departments or less and they operate in three or more geographical areas, four (4) Vice-Rectors are to be elected with the following responsibilities:
      • Vice-Rector of Academic Affairs and Student Care
      • Vice-Rector of Finance, Planning and Development
      • Vice-Rector of Administrative Affairs, who also presides over the administrative staff of the institution
      • Vice-Rector of Research and Life-long Learning 

      The Rector has the following responsibilities and other responsibilities that accrue from the provisions of this law, from the Organization, from the Internal Regulation as well as from the provisions of the existing legislation:

      1. He presides over the Institution, has the responsibility for the smooth running of its services, orders the expenditures of the institution and ensures the cooperation between the Bodies of the Institution, teaching staff and students,
      2. He represents the Institution both judicially and extrajudicially,  
      3. He convenes the Senate and the Rector’s Council, he plans the agenda, he chairs their workings, and ensures for the enforcement of their decisions. He assigns the role of a proponent to one of the members of the Senate or to the relevant Vice-Rector to introduce the topics to be discussed in the above Bodies and he himself introduces the topics when no one else has been assigned as a proponent,
      4. He can participate in the meetings of all corporate bodies of the Institution, without the right to vote,
      5. He convenes any of the corporate bodies of the Institution, when no decisions are purposefully and illegally taken, and presides over their working sessions without the right to vote,
      6. He compiles and reforms the annual activity report and the way the Institution runs and submits them to the Senate for approval,
      7. He announces the positions of teaching and research staff, upon the proposals of the General Assemblies of the Departments, and carries out the necessary legality check,
      8. He defines the order in which the Vice-Rectors replace him in cases of absence or temporary obstruction that does not allow him to carry out his duties in a decision published in the Government Gazette, and upon the Senate’s approval, he also specifies Vice-Rectors’  responsibility areas and specific duties,
      9. He issues appointments, service changes and leave of absences for staff members of the Institution as well as ascertainment deeds in cases of none or negative election. He assigns the person who is responsible for the Information system of the Institution that supports the process of elections for members of the teaching and research staff,
      10. He can delegate the right of signing documents to the Heads of the Administrative Departments of the Institution,
      11. He can request facts and documents for whatever case of the Institution from all Bodies,
      12. He adopts specific measures for the management of urgent issues, when the responsible administrative bodies of the Institution cannot run and make decisions,
      13. He is responsible for staff protection and security as well as for the institutional property.
